If you live in a rural area don't just find the best one in the nearest city have a look around either through the internet or in your local pages. You will be surprised at the number of web designers in your area all varying in style, price and experience.
The important thing is to arrange an appointment with as many as you can and even see that one in the city to compare. The cheapest option is not always the one to go for as you have to think about the following:

- Do you get along with the designer and can you see yourself working with them?
- Will they offer you a good after care service?
- What does the quote contain?
If a designer has quoted for a website with a content management system and has some good ideas consider the price, if it is not far off the competition then that could be the most effective quote out of the lot as future expensive changes are almost non existent because you have full control of the content. A web designer in both your local and national area can be worth a shot, so you must take into account the needs of your website before choosing who to go with.
If you can use a local designer because there will be less travelling time involved when meeting up (reducing costs) and that designer is also close to hand if anything goes wrong. You will also be supporting local business in your area which can only help to grow your community and stop small businesses from having to close down.
